Im creating a 256x256 raw of track road texture, and using green giants axe to chop the 256x256 into 64x64, and when I try to load the textures into traxx, they look like this:

Looks like some .act files are missing from your traxx/art folder, or the act files in there are named incorrectly...

I recommend using slice60 instead of green giants axe since GGA does not compensate for the mtm2 2 pixel overlap, you'll end up with seams between the tiles... Slice60 was made by TRI for the tracks they made for Evo and it wraps the edges to create perfect seamless tiles.

Well, I downloaded the graphical interface and slice60.exe from the page, added the location to slice60.exe in the program options, and went to slice the .tga, it does nothing.... any ideas? I'm using WinXP

The TGA must be in 24-bit uncompressed format. Any variance and it won't slice. When you save, in your paint program, there's usually an options button on the save dialog box; have a look there. This is the number one source of problems.

Also, its size must be divisible by 60. So, if your image is 256x256 it won't work. It would have to be 240x240 or 300x300. In short, if you divide the size by 60 there should be no/zero remainder.

WinXP has no effect on this program.

No, the program turns a 60x60 tile into a 64x64 tile by creating the needed overlapping. (of course if you select the features).
