Take your flag picture, and make a few different frames using a warp, or similar wave effect in your paint program make sure they are done in increments so they don't look like they jump (i'm on psp7 and adobe). Then animate the texture on the truck just like you would a bin.

with a bin you can animate the bin itself to like the t-rex in c98, or the texture like waterfalls and moving billboards in tracks.

If you already knew about animating textures (most likely) and wanted a technical how to I can write it up a bit later if you want.

I seen the tut about texture animation but i wanted to go the route of bin animation for realism. If you could do up a tut on the how-to's on that way would be great seeing as how the one on mtmg isnt really in-depth as to the whole process behind it.

You can't just animate the flag bin on a truck. Trucks don't have separate parts. An animated bin flag would have to include the entire truck body too.... usually not worth the lag it would cause. Animating the texture should be the better way.

For what it is worth, an animated flag texture can be made to look extremely 3 dimensional in game,

Yup. I don't understand why the draggers don't have animated textured flags yet.

Idk if anyone over there has really even brought up the idea of it. I think it would be pretty cool to see tbh.
