I've seen and heard a lot about this utility and how great it is but i'm still not sure exactly what it does. Could someone please explain it to me.

Slice 60 is used for making terrain textures in a track. It takes a large graphic of your road or rocks or grass and slices it up so it can be used in the game. The best explanation is to look over the help page for it.

Once you understand how it works, then you'll really appreciate it's ease and simplicity when making templates.
