what program or programs do i need to make my own billboards?

If you just want to reaint a billboard then all you need is C-Pod and a paint program.
If you read, understand, and practice the truck repainting tutorial, then you'll get the hang of repainting models.

Is there a model of a blank billboard that i can download, so that i can write my own sayings on them. Or do I have to try and make my own billboard as well?

I've yet to see a blank one, but it shouldn't be too hard to re-paint one. What kind of bill-board do you need?

I want to make alot of them. One for Guitar Bill. One for Harleys, ect. I can learn to repaint one I just thought if I had a blank billboard I wouldn't be taking someones billboard and upseting them by repainting on it.

Well, check the MTMG and Malibu's site. both have excellent scrapyards and are bound to have one you can use and they may already have a few you want already made. There's a link to MTMG among others on mal's site in the "TNT" section, though most of the other links are probably dead now.
