I have all files but it asks for a file i deleted it asks for the trucks skin i modeled after

Could you be more specific? By "it", do you mean Binedit?
Assuming you mean Binedit or the game:
1. Could the art file be in your recycle bin? if so, open the recycle bin and restore it.
If the file is long gone, you will have to replace it. Could you specify the vehicle and the filename "it's" asking for?
Please provide as much information as possible to give us the best chance to help you.

Actually, it converts to ACT and to RAW. You need both.

Avenger, just so you and other new truck-makers know, FlyRawGui breaks up the .BMP files into .RAW and .ACT files, and both will have the same name (such as bigfoot1.bmp becomes bigfoot1.raw and bigfoot1.act)
The .RAW file contains only part of the picture information, and the .ACT will contain the rest.
In the same light, when you convert RAWs into .BMPs, the .ACT file must be in the same folder as the .RAW file of the same name.

Let's try this another way. I think what the problem "may" be is that you are not seeing the file extensions. If you go into folder options you can uncheck the "hide file extensions for known file types" checkbox. That should let you see the file names properly.

That pages shows you how, only if you're on xp the option is under tools rather than view.
Also, if you're still unsure, make a temporary folder and copy your bmp file into it... so it's the only thing there. Then, when you convert, you will be able to count the number of files you end up with.

After over half a decade I have never heard of FlyRawGui converting BMPs to ACTs only. Something isn't being done properly, or your PC's operating system may be defective and due for a rebuild. You aren't on a mac, are you? (j/k)
