Press the tab key until the cursor (cross bars) are on a vertex you want to move. Press the V key. You will see a ball on the vertex. That means it's selected. Keep pressing the tab key and keep pressing the V key on the vertices you want until they are all selected.

Before going further, goto the menu > Groups > vertex groups. Give it a name and save the group. This can be handy if you need to move it again - you won't have to go around tagging all the vertices again.

Now you can move the selected vertices two ways.

1. Hold the Alt key and press the Y key. That will move all selected vertices upward. Keep pressing until it's the height you want. (Alt and Shift and Y will lower the vertices).

2. Menu > model > translate. For target click "selected vertices" and enter something like "20" in the Y box. That will move them up 20 feet. If you go too high, just use a negative number to bring it down again.

TIP: Sometimes it's hard to see if you've selected the correct vertex, like where several are grouped in close proximity. In cases like that I use the space bar to cycle through the faces until i land on the correct face. With the face highlighted 'pink' you can press the 'N' key to cycle through the verts on that particular face assuring you have the correct vert tagged.
