There is a full tutorial on the subject here at the site. On the home page, just highlight Binedit, and a drop down will show you a sort of index as to where you need to go to have all your Binedit questions solved. It'll tell you everything you need to know. Thats what its there for, anyway...

yes. raw+act
raw tells where to put each color
and act tells the individual colors to be used
eg bigfoot1.raw,bigfoot1.act
yuo can use cpod or flyrawgui to convert from (act+raw) to bmp and bmp to (act+raw)
that way all u have to worry about is editing bmp files.
when u convert the act+raw to bmp u get a 256 color raw. convert that to 16.7million (24bit) colors then edit then convert back to 256 color before converting to raw+act
